إن قوام أي دولة في العالم بالفئة التي يُوكَل إليها حفظ البلاد من هجمة الأعداء وتحافظ على كيانه ألا وهو الجيش الذي يكون أهبّة الإستعداد للدفاع عن الوطن والمواطن، وهذه القوات هي التي تحافظ على ثغور البلاد، فتتمتع البلاد والعباد بحالة من الأمن والأمان، وبما أنها هكذا لا بد وأن تكون قيادتها بل وأفرادها على مستوى المسؤولية، كما لا بد وأن تخضع هذه المؤسسة إلى نظام دقيق يتناسب مع المهمة الموكولة إليها، فلا محال فيها لأي ثغرة من أي نوع كان، وعلى هذه المؤسسة أن تطور نفسها مع الزمن من حيث التأليت والخُطط المنهجية، والجهوزيّة والآلية حفظاً لكيان الدولة ومصالح الوطن والمواطن.
وبالنهاية الحفاظ على النظام الذي اختاره الشعب لحكم نفسه، وهذا يتطلب معرفة واجبات هذه المؤسسة نظاماً وأفراداً، كما يتطلب معرفة حقوقها، وكيفية التعامل معها.
