في هذا الكتاب يدرس الدكتور "حكمت شبر" الجوانب القانونية لنضال الشعب العربي من أجل الإستقلال وذلك في الفترة التي شهدت حركات التحرير الوطنية في النصف الأول من القرن العشرين.
لأجل ذلك استند المؤلف على مبادىء القانون الدولي المثبتة في ميثاق الأمم المتحدة وعلى رأسها مبدأ حق تقرير المصير. وقد ألقى الضوء على نضال الشعوب العربية التي طرحت على مختلف هيئات الأمم المتحدة منذ تأسيسها ابتداء بقضية إجلاء الجيوش الفرنسية والإنكليزية من أراضي سوريا ولبنان التي عرضت عام 1946 على مجلس الأمن مرورا بمختلف القضايا العربية في مدى عشرين عاما حتى نهاية عام 1966.
وفي هذا السياق تعرض المؤلف إلى نضال شعوب كل من سوريا ولبنان وتونس ومراكش والجزائر وعدن وعمان من أجل الإستقلال، كما تعرض أيضا بالدراسة الوافية إلى نضال هذه الشعوب من أجل توطيد استقلالها ومقارعتها للعدوان داخل أروقة الأمم المتحدة، فبحث في العدوان الثلاثي على مصر عام 1956 والتآمر على سورية عام 1957 وإنزال الجيوش الأميركية والإنكليزية في لبنان والأردن عام 1958.
توزع الكتاب على تسعة فصول تناولت جميع الجوانب القانونية الآنفة الذكر مع ثبت بالمصاد العربية والإنكليزية والفرنسية، وبعض من الوثائق التاريخية الهامة.
