يتحدث المؤلف بشكل وافي وشامل عن مدى إرتباط مفهوم السيادة في العصر الراهن وتطوراتها ومفهومها النسبي الحاضر، حيث إنها أصبحت مفهوماً نسبياً يوازن بين حرية وكرامة الإنسان داخل بلده ومدى تمتع حكامه أفراداً وأنظمة ومؤسسات بالإستقلالية والسيادة، فلا سيادة لدولة وحكومة وحزب وحاكم وفرد مع واقع ظلم وقهر وقمع لحريات الإنسان في داخل البلد أو الإعتداء على سيادة وحريات وإستقلال البلدان الأخرى، ورغم وضوح هذه القرارات الأممية، لكن قوى الرأسمال العالمي والدائرة في الفلك الأمريكي تكيل بمكيالين في فهم وتطبيق هذه القرارات، ففي الوقت الذي تكون حدية ومتزمتة بحق من يخرقها، ممن لا يسيرون في ركابها، وتشن عليهم الحروب، وتحتل بلدانهم، كما جرى في العراق وليبيا ويجري في بلدان أخرى، تغمض عيونها وتتغاضى عمن يخرق حقوق الإنسان ممن يواليها من بلدان العالم كما هو الحال بالنسبة لإسرائيل والسعودية وديكتاتوريات إستبدادية أخرى.
كما يتطرق بالتفصيل إلى العدوان والإحتلال الفاضح للقوات التركية وإنتهاك سيادة العراق تحت أعذار وحجج واهية لم تصمد أمام أية محاكمة عقلية أو قانونية دولية وقد فند المؤلف هذه الحجج الزائفة مطالباً العالم بموقف صلب لإجبار قوات الإحتلال الأردوغاني التركي للإنسحاب الفوري من العراق وعدم التدخل في شؤونه الداخلية.
