تسعى هذه الدراسة إلى توصيف وتحليل طرق الاستهلاك اليومي للمياه في طرابلس كما وطرق استخدام المجارير فيها، وتحاول أيضاً قياس متسوى وعي المستهلك الطرابلسي لقيمة المياه، هذه المادة الحيوية والأساسية في حياتنا، التي أطلقت عليها البعض اسم "البترول" الأبيض. تتطلع هذه الدراسة كذلك إلى رصد تصرفات المستهلك الطرابلسي، وإلى توصيف واقع علاقته بالمؤسسة المسؤولية عن إدارة هذا المصدر الحيوي من أجل التعريف بآرائه وتطلعاته تجاه أدائها.
لكي يتم مقاربة ما يمكن توصيفه "بثقافة استهلاك المياه في طرابلس" وفق الأبعاد كافة كان لا بد من العودة إلى التاريخ المعيش في المدينة وإلى تاريخ مؤسسة المياه فيها. فهدف هذا البحث هو، في الأًل، محاولة تكوين مصدر معلوماتي تبنى على أساسه التوجهات العامة لحملة التوعية المزمع إقامتها من قبل المؤسسة والهادفة إلى محاولة جعل الطرابلسيين يتحسسون مشاكل المياه، خصوصاً منها تلك المتعلقة بقضايا الصحة العامة والبيئة.
إن أولي واجبات المؤسسة هي في توفير المياه الصالحة للشرب لكل مواطن بكمية كافية، وبكلفة محسوبة وعادلة، مياها خالية من كل الملوثات الصلبة أو العضوية. كما أن من واجباتها أيضاً أن تعرف ما ينتظره مستعمل المياه من المؤسسة، وأن تقوم بدراسة علمية للأولويات التي يتطلبها منها المواطن. في المقابل، فإن من واجبات الطرف الآخر، أي طرف المواطن، أن يحسن تقييم هذه الخدمة بكل مراحلها وعناوينها.
