في القسم الثاني يكمن لب موضوع هذه الدراسة، مشكلة الانتماء ومسألة المواطنة التي هي مشكلة المجتمع "الأهلي" في محاولته لإقامة المجتمع المدني، وما يميز هذه الدراسة المبدعة إبرازها صورة متكاملة لمدينة طرابلس في تاريخها المتطور كما في واقعها المادي المحسوس بشكل يمكن القارئ من استيعاب إشكالياتها الاجتماعية والثقافية بدقة ووضوح ويمكن الحركات الاجتماعية العاملة في الحيز العام من التعامل مع هذه الإشكاليات عقلانياً لتجاوزها وللتغلب عليها.
