قدم تقرير "التنمية الإنسانية العربية" الأول عام 2002 معالجة شاملة ولكن أولية لواقع "الوطن العربي" في منظور التنمية الإنسانية. وانتهى التقرير إلى تشخيص أن هناك ثلاثة نواقص جوهرية تعوق إقامة التنمية الإنسانية في "الوطن العربي"، وهي: النواقص في اكتساب المعرفة، وفي الحرية والحكم الصالح، وفي تمكين النساء. وحيث لم يكن ممكناً لتقرير "التنمية الإنسانية العربية" الأول -بسبب طبيعته الشاملة- أن يتعمق في أي من هذه النواقص، نشأت الحاجة إلى التعمق في معالجة هذه النواقص تقوية للمساهمة في بناء النهضة العربية، من خلال النقد الذاتي الرصين والإبداع المجتمعي العربي الهادف إلى تخليق مشروع أصيل للنهضة في "الوطن العربي",
ومن ثم، ركز التقرير الثاني على معالجة متعمقة للنقص في اكتساب المعرفة في البلدان العربية، منتهياً برؤية استراتيجية لإقامة مجتمع المعرفة في "الوطن العربي".
ويسعى التقرير الثالث لتقديم معالجة متعمقة لنقص الحرية والحكم الصالح. ولعله الموضوع الخطر في ثالوث النواقص التي حددها تقرير التنمية الإنسانية الأول، وأشدها حساسية. والأمل أن تذكي محتويات هذا التقرير الحوار المجتمعي في "الوطن العربي" حول سبل توسيع نطاق الحرية وإقامة الحكم الصالح.
وقد أثار الإصداران الأول والثاني عاصفة من ردود الفعل المؤيدة والمعارضة، داخل "الوطن العربي" وخارجه، ما يعد في نظر واضعي التقرير دليلاً على حيوية القضايا التي يتناولها وضرورة طرحها في هذه الفترة الحرجة من تاريخ "الوطن العربي".
