تبحث هذه الدراسة في اتفاقات التحرير التجاري المعقودة على أساس متعدد الأطراف وثنائي وإقليمي، وفي كيفية مواجهة البلدان العربية للانفتاح المتزايد في نظام التجارة العالمي.
وهي تحاول فيما يتعلق بتحرير التبادل التجاري في العالم العربي، استقصاء نتائج المؤتمر الوزاري الخامس للمنطقة العالمية للتجارة الذي انعقد في كانكون، المكسيك، كما تبحث في كيفية تطوير اندماج البلدان العربية، على الصعيدين الفردي والجماعي، في النظام التجاري العالمي، بالإضافة إلى استعراض أوضاع البلدان العربية بعد المؤتمر والنهج الذي تتبعه في التفاوض مع المنظمة العالمية للتجارة.
وفي هذه الدراسة تحليل للاتفاقات التجارية الإقليمية ودون الإقليمية والثنائية القائمة بين البلدان العربية، فالبلدان الأعضاء لا تستفيد منها، لأن الاتفاقات المعقودة فيما بين بلدان الجنوب لا تنفذ بشكل ملائم، كما أن الاتفاقات بين بلدان الجنوب وبلدان الشمال متحيزة لمصلحة هذه الأخيرة. ولتحقيق زيادة ملحوظة في حجم التبادل التجاري بين البلدان العربية من الضروري بعث حيوية جديدة في منطقة التجارة الحرة العربية الكبرى. كي تتسع فيها تجارة الخدمات وتكتمل بنظام مبني على قواعد يصمم خصيصاً لتعزيز التبادل في النظام التجاري المتعدد الأطراف. وهو اندماج يقتضي توفي ردعن تقني ومالي لبرامج الإصلاح الداخلية في مختلفة البلدان العربية. كذلك ينبغي لأهم شركاء المنطقة التجاريين أن يبرهنوا عن التزام حقيقي ببرنامج عمل الدوحة الإنمائي، وأن يعيدوا النظر في كيفية تطبيق دخول الصادرات العربية أسواق بلدان الشمال. كي لا يكون أمراً نظرياً فحسب.
أخيراً، تبحث الدراسة في ضرورة موازنة التكاليف القصيرة الأمد لعملية التحرير التجاري، وفي قيام المؤسسات المالية الدولية بتقديم التمويل التعويضي اللازم والتشجيع على إنشاء مؤسسات أعمال إقليمية مشتركة.
