لقد مَنَّ الله تعالى على بلادنا بنعمَةِ الإستقلالِ والتَّحرُّرِ من كلِّ تبِعَةٍ أجنبيَّةٍ كانت بلادُنا تَرْزَحُ تحت قيودها، لذلك فكَّرَتْ هيئةُ بلديَّةِ العاصمةِ التُّونًسيَّة وعلى رأسِها الوطنيُّ العاملُ السيِّدُ حَسِيبُ بنُ عمَّار، الذِي عًرِفَ بإخلاصِهِ وحَزْمِهِ في بَعْثِ الهِمَمِ، والأخذِ بيدِ المواطنينَ في جميعِ الميادينِ.
فكَّر في سَنِّ سُنَّةِ حميدةٍ، وذلك بإحْداثٍ مشروعٍ جليلٍ رَصَدَ له جائزةً ماليَّةً تشْجِيعيَّةً تُمنَحُ لأصحابِ أحسنِ تآليفَ أدبيَّةٍ للأطفال، وهي لَفْتَةٌ كريمةٌ لِذَوي المواهبِ والمنتفعينَ بتلْكُم التآليفِ على حدٍّ سَواءٍ، حتى لا تبقى ناشئتُنا عالةً على ما يُستورَدُ من تآليفَ أجنبيَّةٍ منَّا لا يستفيدونَ منها إلا بمقدار.
والله نسألُ أنْ يَمُنَّ علينا بالتَّوفيقِ في جميعِ أعمالنا حتى تبلغَ تُونُسُنا العزيزةُ كلَّ ما تَصْبُو إليه، وما نتمنَّاه لها من دوام العِزِّ والسُّؤْدُدِ والرفاءِ والمناعةِ.
