نهايةُ الشيوعيّة، عَولَمةٌ وثورةٌ رقميّة: تَغيَّر العالم في الثلاثين سنة الأخيرة تغيّراً جذريّاً، لكن مَن يَحكُم العالَم يا ترى؟ تشاء المُفارقَة أَن تُطرّح مسألة السُّلطة وهي أكثر خفاءً وإلغازاً عمّا كانت عليه في أيّ وقت مضى، وإلى حدّ أنّها باتت تَستثير تأويلات "مؤامراتيّة" لا تزال تجتاح الإنترنت وتحتلّه.
ولهذا، فإنّ طبعة "أوضاع العالَم" لهذا العام اختارت تحليل الآليّات الكبرى التي تعمل السلطةُ وفقها، فتضع خمسة معالِم حسّاسة من معالِم النّظام العالمي في صميم رؤيتها وتفكّراتها: التقاليد والسِّنّن، الدين، ومؤسّسات الدّولة، الإقتصاد والعولمة، وذلك مع التطرّق إلى الأنماط المختلفة من ممارَسة هذه السُّلطة.
لم تَعُد الدُّول وحدها الأطراف الفاعلة التي تدّعي سيطرتها المُنفردة على العالَم؛ ذلك أنّ العولَمة التي تُعزِّز الحركيّة، وتَقلب العلاقاتِ الإجتماعيّة رأساً على عقب، وتُولِّد إرتهاناتٍ جديدة، العَولَمة هذه تجعل الشبكات والشركات المتعدّدة الجنسيّات تتحدّى سيادات الدُّول، الأمر الذي يُترجِم نفسه أيضاً بما يَظهر من تفنُّتِ في السُّلطة، ومن ترابطات وإرتهانات مُتبادَلة ومُتزايدَة التعقيد.
بفضل البحّاثة والصحافيّين المُجتمعين حول الكاتبَيْن الفرنسيَّيْن: برتران بادي ودومينيك فيدال، فإنّ طبعة هذا العام من "أوضاع العالم 2017" تَعرض آفاقاً جديدة لفهم من يَحكُم العالَم [وكيف]؛ وذلك كي نتعدّى الجيوبوليتيك الغربيّة المُتمحوِرة حول الذّات، والتي لم تَعُد تسمح بإدراك تطوّر المشهد الدّولي، وهو في حالة إنقلابٍ شاملٍ كامل.
