يأتي صدور هذا الكتاب "مفهوم المواطنة في الدولة الديمقراطية المعاصرة وحالة المواطنة في الجزائر" في ظل التحولات التي تعصف بالوطن العربي، حيث المواطن العربي يقترب أكثر فأكثر من امتلاك المبادرة في محاسبة السلطة وفي فرض خياراته وبالتالي في بلورة تجاربه الديمقراطية، يغدو البحث في موضوع المواطنة من الأمور المهمة لفهم تلك التجارب والمساهمة في إنضاجها.
لذا تسعى هذه الدراسة، الفائزة بالجائزة الأولى في مسابقة المدرسة العربية للدراسات الديمقراطية، إلى البحث في حال المواطنة في الجزائر في ضوء المفهوم العام للمواطنة كما عبر عن نفسه في الديمقراطيات الغربية، وبخاصة فرنسا. وهو يحاول تحديد المفهوم العام للمواطنة في الدولة الديمقراطية وفق منهج متكامل لدراسة المفاهيم، ثم يقدم عرضاً وصفياً تحليلياً ونقدياً لسياسات المواطنة وممارساتها في كل من فرنسا والجزائر.
يحتوي الكتاب ثلاثة فصول إلى جانب المقدمة والخلاصة العامة والملاحق، جاءت وفق ما يلي: الفصل الأول: "المواطنة: دراسة المفهوم وتطوره التاريخي"؛ الفصل الثاني: "واقع المواطنة في الدول الديمقراطية: المواطنة في فرنسا"؛ والفصل الثالث: "المواطنة في البلدان العربية: حالة المواطنة في الجزائر"
