قد أدى ظهور الحاسب الإلكتروني وإنتشاره إلى إحداث ثورة حقيقية في المعلومات، وبدأ الحديث عن مجتمع المعلومات، والمعلوماتية وغيرها من المصطلحات الجديدة، وكان نتيجة ذلك أن ساد الإعتقاد بأننا على أعتاب حضارة جديدة تماماً تكون الغلبة فيها لمجتمعات المعلومات كبديل للمجتمع الصناعي الذي مرت به المجتمعات المتقدمة خلال القرن الماضي، وإذا كان المجتمع الصناعي يهتم أساساً بتحويل المادة أو الطاقة من صورة إلى أخرى، فإن مجتمع المعلومات يقوم بتحويل البيانات أو المعطيات، وهي غير ملموسة، من شكل إلى آخر وذلك بمعالجتها بواسطة الحاسب الإلكتروني، أو نقلها من مكان إلى شخصي إلى آخر.
ولا ريب في أن التعامل عبر شبكة الإنترنت أصبح الآن حقيقة واقعة، وأن مستخدميها في إزدياد مستمر، ويرجع ذلك إلى ما يحققه هذا النوع من التعامل من مزايا كثيرة تساعد على توفير الوقت والجهد والنفقات، لكن هذا الإنتشار لن يؤتي أكله إلا إذا استطعنا تحقيق أمن هذه الشبكات، ولن يتحقق هذا الأمن إلا من خلال تحديد إطار قانوني واضح ومحدد لمثل هذا النوع من التعامل، وحتى لا تصبح هذه الشبكات نهباً.
وقد قسمت هذه الدراسة إلى ثلاثة فصول: مبحث تمهيدي: "مفهوم التجارة الإلكترونية ومقتضياتها"، الفصل الأول: "نطاق تطبيق قانون حماية المستهلك"، الفصل الثاني: "حماية المستهلك في ضوء القواعد العامة"، الفصل الثالث: "حماية المستهلك في ضوء القواعد الخاصة".
