إن الشورى، أو أخذ الرأي في الإسلام، مفهوم سياسي من المفاهيم التي رسخت جذورها في المجتمع الإسلامي وأصبحت تميز نظام الحكم في الإسلام، عن بقية الأنظمة غير الإسلامية، وقد حرص الشرع على الإيجاد هذه الممارسة في الحياة السياسية الإسلامية للتأكيد على وجود حالة من المراجعة المستمرة بين الحاكم والمحكومين يتمخض القرار السياسي مستوعباً ما لدى الجماهير من وعي ونضج وإدراك.
والهدف من هذا الكتاب هو تقدم دراسة متكاملة تعني بتوضيح كل ما يتعلق بالشورى أو الأخذ بالرأي. في المبحث الأول تم تحديد معنى الشورى وفي البحث الثاني تم التطرق لمشروعية الشورى، أما المبحث الثالث فتعرض لحكم الشورى، وعالج المبحث الرابع مجال موضوعات الشورى، أما حجية الشورى فكان موضوع بحث المبحث الخامس وهنا تم جمع جميع آراء العلماء في جدية الشورى، كما وتم تحدد القول الفصل في حجية الشورى، وذلك بعد أن تم تحديد واقع الرأي والأدلة التفصيلية في أخذ الرأي، ومدى تطبيق الأدلة على واقع الرأي.. أما المبحث السادس فأفرد لتناول موضوع أصل الشورى، وافرد المبحث السابع لموضوع مجلس الشورى وهنا تم الحديث عن مشروعية مجلس الشورى، عضوية مجلس الشورى، صلاحية مجلس الشورى، حكمية مشروعية الشورى.
