نستطيع القول – بيقين – إن الشورى في الإسلام مبدأ حياة يسوس ويسود جوانبها الرحبة، وما تمور به من أسس وجوانب قاصدين هنا بالمبدأ قاعدة القواعد، أي تلك الآلية التي تحكم جملة قواعد، فالشورى بهذا التأصيل ليست نظاماً سياسياً فقط، بل منهجاً اجتماعياً وأساساً شرعياً يقوم عليه نظام المجتمع المسلم، حتى وقبل وجود الدولة والحكومة، وقد نقل القرطبي في تفسيره عن ابن عطية قوله: الشورى من قواعد الشريعة وعزائم الأحكام ومن لا يستشير أهل العلم والدين فعزله واجب.
وقد نزلت ثلاث آيات تتعلق بالشورى، وفضلاً عن ذلك فقد أوجب الله تعالى الرجوع إلى الأمة في آيتين، وسمى إحدى آيات قرآنه الكريم "الشورى"، وجعل من بين صفات المؤمنين تبادل الرأي والتشاور في أمورهم فهل نحن كما أمرنا ربنا أن نكون: "وأمرهم شورى بينهم".
