بين يدي القارئ الطبعة الثانية لكتابي "قواعد نظام الحكم في الإسلام" وما نفاذ الطبعة الأولى إلا دليل على تعطش الأمة لإستيعاب مفاهيم الحكم والسياسية، بعد أن ابتلى بهما المسلمون إثر إسقاط نظام الخلافة، وإرتفاع الحُكم بما أنزل الله تعالى.
إذ كان الحكم هو أول غاية سعى إليها الإستعمار، وبعد الحكم كان النظام الإقتصادي، وإذا كانت الأمم اليوم تقيس رقيها بعظم الثروة، وجمال الطبيعة، فإن الأمة الإسلامية تقيس نهضتها وفقاً لمقاييس الحكم والإقتصاد.
وما الوعي على أفكار الحكم والسياسة والإقتصاد إلا دليل عملي على رغبة المسلمين بالفهم الصحيح للمفاهيم الشرعية، والتي علاها الغبار من كل صوب، لذلك فإنه لمن دواعي الأمل رؤية الجامعات وهي تقرر تدريس نظام الحكم في الإسلام.
في نفس الوقت الذي تدرس فيه أشكال أنظمة الحكم الوضعية والذي يجب التنبه إليها، إذ يغلب على أبحاث القانونيين أنها غير مستوعبة للفهم الصحيح لأصول السياسة في الإسلام، وذلك ما يجعل دراساتهم على درجة من الهزال والسطحية، سواء من كان منها عن سوء قصد، أو عن قلة فهم أو بعد إدراك.
لذا... كان لزاماً على المؤسسات التعليمية العليا المتخصصة في العلوم الشرعية إدراك ضرورة إعادة صياغة المفاهيم الإسلامية بلغة أهل العصر.
حتى لا نعيش خارج دائرة التاريخ، إذ التاريخ لا يرحم من يرفض التفاعل به ومعه، واللغة العربية فيها ما يجعلنا قادرين على إستيعاب حقائق الكون والإنسان والحياة ضمن أساس العقيدة الإسلامية.
وإنني على يقين من عدم جدوى تصنيف آلاف الكتب في الحكم والسياسة والإقتصاد إذا لم يتهيأ لهذه الأمة كيان سياسي يتولى إيجاد تلك الأفكار عملياً في مسرح الحياة.
