تعد ظاهرة العنف عند بعض الأفراد واحدة من طباعهم الغريزية، وتعد البعض الآخر طبيعة مكتسبة تفرضها عليهم الظروف والبيئة المحيطة بهم على ذلك لا يمكن القول إن هذه الظاهرة حديثة في نشأتها فرضتها ظروف التطور العلمي وما رافقه من تعقيدات. نعم إن التطور العلمي وما أفرزه من حاجات ومستلزمات أسهم إلى حد ما في إنمائه. والملفت للنظر في ظاهرة العنف، أنها أخذت بالتفاقم حتى غدت أبرز مميزات النظام العالمي الجديد والأحادية القطبية، بل هو أحد إفرازاته وهذا ما يفسر لنا بروز هذه الظاهرة باعتبارها الأخطر على السلم والأمن الدوليين منذ تفكك الاتحاد السوفيتي في العقد الأخير من القرن العشرين حتى اليوم.
يسعى ذلك الكتاب بالتركيز من خلال الفصول التي يتناولها إلى التركيز على أسباب نشوء ظاهرة الإرهاب وبروزها. بعد بحث تعريفه وأنواعه وأهدافه. وموقف الدول والتنظيمات الدولية منه. لاعتقادنا أن علاج أي ظاهرة لا يمكن أن يكتب لها النجاح لم تشخص أسبابها. وينطبق ذات الأمر على الإرهاب، بل إن هذه القاعدة كانت أكثر انطباقًا على الإرهاب من باقي الظواهر، وهذا ما يفسر التناسب الطردي بين بروز ظاهرة الإرهاب واستفحال أسبابها، وأفولها مع تراجع أسبابها.
فبعد أن ظل العنف والإرهاب راقد تحت حطام ومخلفات الدول الكبري نهض مرة واحدة ليضرب مواطن القهر والطغيان مرة بصورة مباشرة.
لقد حاولنا في هذا المؤلف التركيز علي أسباب نشوء ظاهرة الإرهاب وبروزها بعد بحث تعر يفه وأنواعه وأهدافه وموقف الدول والتنظيمات الدولية منه لاعتقادنا أن علاج أي ظاهرة لا يمكن أن يكتب لها النجاح ما لم تشخص أسبابها وينطبق ذات الأمر علي الإرهاب بل إن هذه القاعدة ربما كانت أكثر انطباقا علي الإرهاب من باقي الظواهر وهذا ما يفسر التناسب الطردي بين بروز ظاهرة الإرهاب واستفحال أسبابها وأقولها مع تراجع أسبابها.
