الحمد لله رب العالمين والصلاة والسلام على رسوله الامين وعلى اله وصحبه ومن والاهم الى يوم الدين وبعد.
فالنظام السياسي والدستوري لكل دولة هو انعكاس لظروفها السياسية والأقتصادية والأجتماعية، ومايصلح نظاما دستوريا لدولة معينة، في وقت معين، قد لايصلح لها في وقت اخر.
وبصفة عامة جرى العمل في مختلف الدول على تبني احد الأنظمة الدستورية التقليدية (البرلماني ـ الرئاسي ـ المجلسي ـ المختلط) ومع ذلك رسمت بعض الدول لنفسها طريقا خاصا في الحكم لاتحكمه من حيث الاصل الاسسالتي بنيت عليها الأنظمة الدستورية التقليدية، وييمكن ان نطلق على هذه الأنظمة ، الأنظمة الخاصة ومن بين الدول التي تبنت هذا الطريق في الحكم ، روسيا الاتحادية في دستورها النافذ لسنة 19993 ، وغالبية دول القارة الأفريقية.
