يسلط هذا الكتاب الضوء على الحالة الفكرية الجديدة التي سادت الحياة السياسية في العراق بعد الحرب العالمية الثانية وبالتحديد السنتين 946/ 1947 لما تخلَلها من مناظرات فكرية وكتابات صحافية ومنشورات، اعتبرها المؤلف حالة صحية رغم ما اعترتها من تشنجات فقد خدمت الفكر العراقي المعاصر خدمة كبرى.
هذا التوجه الجديد وما نتج عنه من روح جديدة في الحياة السياسية في العراق، هو ما دعى الملف إلى أن يطلق على كتابه عنوان (منابر فكرية) وهنا يثار السؤال؟ هل هذه الحالة الفكرية هي جديدة أم هي حالة تطور للفكر السياسي العراقي، خاصة وان اتجاهان هما (جماعة الأهالي) و(نادي المثنى) يعتبران الأساسي في كل التوجهات السياسية التي انبثقت بعد الحرب العالمية الثانية؟
والجواب يقول المؤلف: أنه ليس فيها جديد من الناحية الفكرية ، إلا أنه توفرت فيها الحماسة والنشاط السياسي والتوقظ الفكري والمطالبة بالإصلاح السياسي والإقتصادي والإجتماعي...".
في هذا الإطار وعبر ثلاثة فصول يناقش الملف الإختلاف بين التيارات السياسية في العراق، ولا سيما الخلاف بين الجادرجي وسامي شوكت واختلافهما حول تفسير مفهوم (القومية العربية)، بعد ذلك يتطرق إلى مفهوم علاقة (السياسي بالحكم) والسياسي هنا هو كامل الجادري، والحكم ممثلة بشخص الوحي الأمير عبد الإله، ثم يتتبع المؤلف مسيرة تطور التيار السياسي اليساري في العراق باحزابه الثلاثة/ الوطن الديمقراطي ورموزه كامل الجادري ومحمد حديد وحسين جميل وصحيفة الأهالي/ وحزب الإتحاد الوطني ورمزه الرئيسي عبد الفتاح ابراهيم وصحيفته صوت السياسة، وحزب الشعب ورمزه عزيز شريف وصحيفة الوطن.
