إن عالمنا الغربى –أعنى أمريكا وأوربا- مهدد بالقيصرية إلى مدى لم يعرف منذ فجر الإمبراطورية الرومانية، ولابد لنا لكى ندرك هذا الخطر إدراكاً صحيحاً من تقييم الصلة بين أمريكا وأوربا وتحديد مصائرهما التاريخية. وتقوم دعوى هذا الكتاب على أن الديمقراطية الموسعة تؤدى عن غير قصد إلى قيام النظام الإمبراطورى، وأنه لا مفر من أن ينتهى هذا النظام إلى القضاء على النظم الجمهورية التى سادت فى الفترات السابقة، أضف إلى ذلك أنه كلما زادت المساواة الإجتماعية... انطمست معالم الحرية، فعندما يصبح المجتمع متمتعاً بقسط أوفر من المساواة، فإنه يزداد ميلاً إلى تركيز السلطة المطلقة فى يد فرد واحد، بعبارة ليست القيصيرية دكتاتورية، ولا هى نتيجة طموح فرد واحد، بعبارة أخرى ليست القيصرية دكتاتورية، ولا هى نتيجة طموح فرد واحد طموحاً جارفاً، ولا هى استيلاء على السلطة بالقوة عن طريق الثورة، بل إنها فى جوهرها أمر عملى من الزمان، تطور ينتهى باستسلام شعب حر طواعية واختياراً لحاكم أوتوقراطى، هرباً من الحرية.
