للقدس مكانة مقدسة لدى العرب والمسلمين، وهي اكتسبتها لتاريخية عروبتها ولأنها "أولى القبلتين وثالث الحرمين"، هذا إضافة لكونها مسرى النبي محمد صلى الله عليه وسلم. هذه المدينة المقدسة تعرضت على مدى التاريخ للعديد من الغزوات والاحتلالات التي دنَّست ترابها وحاولت إلغاء عمق تاريخها العربي والإسلامي. أبشع وأخطر هذه الاحتلالات هو الاحتلال الصهيوني الذي يحاول تغيير معالم هذه المدينة من الناحية التاريخية والديموغرافية، إضافة إلى الانتماء وهو أصل كل صراع، هذا الملف يجمع في طياته تاريخية وأهمية هذه المدينة بالوثائق المعروفة وبالقرارات الصادرة عن أعلى هيئة تعترف بأن هذه المدينة عربية الأصل والانتماء. إن وجود أماكن مقدسة لليهود في هذه المدينة لا يعطيهم الحق في الأرض والسيادة، حيث بوجود مسجد في بون أو باريس أو نيويورك، هل يمكن للمسلمين الادعاء بالسيادة على هذه المدينة... إلا إذا أعلن سكان هذه المدن ذلك، هذه المادة تقدم صورة واضحة عن واقع القدس واستحالة إخضاعها أو ضمّها إلا لأصلها وهو فلسطين.
