يعتبر "مؤتمر أصدقاء لبنان" الذي انعقد في واشنطن بتاريخ 1996/12/16 بدعوة من الرئيس الأميركي "بيل كلينتون" تطبيقاً شكلياً لبعض بنود تفاهم نيسان الذي أعقب الهجمة العسكرية الصهيونية الحاقدة التي سميت "عناقيد الغضب"، واستهدفت على مدى ستة عشر يوماً وليلة جنوب لبنان، وطاولت مناطق أخرى في بيروت وضواحيها والبقاع. وأدت إلى خسائر فادحة في الأرواح والممتلكات. فقد نصّ التفاهم في أحد بنوده على قيام الولايات المتحدة الأميركية بتأليف "مجموعة استشارية" تضمّ فرنسا والاتحاد الأوروبي وروسيا وأطرافاً آخرين مهتمين بهدف تلبية حاجات إعادة الإعمار في لبنان. وجاء هذا المؤتمر في وقت كان يتعرض فيه الاقتصاد اللبناني لأزمات حادة، تتمثل في الركود والعجز المتفاهم في الخزينة، وارتفاع معدلات البطالة... وقد شكل انعقاد هذا المؤتمر، بحضور ممثلين لنحو 30 بلداً أو ستّ مؤسسات تمويل دولية ومئات من رجال الأعمال في القطاع المحلي والأجنبي، فرصة مؤاتية للحكومة اللبنانية لعرض ما يقارب 31 مشروعاً على المشاركين في مجالات الطرق والمستشفيات، والسدود والمباني الحكومية آملاً بإيجاد التمويل المناسب، سواء عبر القروض والمساعدة أو عبر الاستثمار المباشر لتنفيذ هذه المشروعات... وانتهى المؤتمر إلى تعهد عدد كبير من الدول والمؤسسات المشاركة وعلى رأسها المجموعة الأوروبية والمصرف الدولي وفرنسا وكندا. والكويت والصندوق العربي، بتوفير مساعدات مالية بقيمة ثلاثة مليارات دولار... وهذا الملف التوثيقي بما يحوي من عرض مفصّل للتحضيرات التي سبقت انعقاد المؤتمر ووقائعه والمواقف وردود الفعل عليه، يشكل مرجعاً توثيقياً هاماً للسياسيين والأكاديميين والمهتمين على حدّ سواء.
