يتطرق هذا الكتاب إلى موضوعتين مهمتين أولاهما موضوعة الفدرالية كنظام للحكم حيث يتطرق إلى خصائص ومبادئ هذا النظام الذي يختلف عن الكونفدرالية والحكم الذاتي واللامركزية الإدارية كونه يحقق أهدافاً مختلفة في آن واحد، فبينما يؤدي إلى إشباع خصوصيات التعدديات المختلفة داخل الدولة بتمتعها بقدر كبير من الاستقلال الذاتي في أقاليمها ومشاركتها في السلطات المختلفة على مستوى الاتحاد فإنه يحافظ في الوقت ذاته على وحدة الدولة لا بل إنه يؤدي إلى تعزيز وحدتها وزيادة هيبتها وانتعاشها اقتصادياً، الأمر الذي أدى إلى تبنيه من قبل دول كثيرة فكان له دور مفصلي ومؤثر في تطور هذه الدول وتقدمها على الأصعدة المختلفة وخاصة في الأخذ بالنظام الديمقراطي وهو يسير نحو الأمام بدليل تزايد عدد الدول التي تأخذ به اليوم.
وثانيهما موضوعة العراق وتكوينته التعددية ووجود الكرد فيه كونهم القومية الثانية وطبيعة نظام الحكم في هذا البلد منذ تأسيسه عام 1920 حيث كان قائماً على المركزية الشديدة حتى وصل إلى الدكتاتورية في ظل حكم صدام حسين مما أدى أن يعيش العراق في ظل حالة من العنف والحروب وعدم الاستقرار السياسي حتى سقوط النظام عام 2003، ولذلك يحاول هذا الكتاب طرح الفدرالية كنظام للحكم في العراق كونه يتلاءم وبيطعته التعددية من خلال إبرام مبررات تبني هذا النظام وشروط نجاحه في هذه البلاد ثم يتطرق إلى التطبيقات المتعثرة للفدرالية فيها بعد 2004 والتي تقوم على وجود إقليم كردستان العراق، غير أنه استناداً إلى التجارب المقارنة للدول الأخرى، هناك بصيص من الأمل باستمرار وترسخ وتطور فدرالية العراق كونها الطريق الوحيد لبقاء هذا البلد موحداً.
