يشكل هذا الكتاب مقاربة لنظام (الفدرالية) من منظور فقهي – إسلامي، يسعى من خلاله الشيخ ابو الحسن حميد المقدّس الغريفي إلى تحديد موضوعه وبيان حكمه بنظرة شرعية أولية ونظرة شرعية ثانوية بلحاظ المعمول به على الساحة العراقية وآثاره العملية وبالتالي يقول المؤلف "يمكن أن نصل إلى نتيجة لا تخرج عن نطاق الشرع والمصلحة الوطنية" انطلاقاً من هذه المقاربة يعود المؤلف بموضوعه على أساس النظام الفدرالي الإتحادي في صدر الإسلام كأسلوب عملي شرعي يمكن الإستناد إليه برأيه في مسيرة الأمة وحركتيها على الساحة السياسية العالمية، بهدف الإطلاع على كيفية بناء هيكلية الدولة الإسلامية ...، ولكن هل ما حصل في عصر صدر الإسلام يتلاءم وحال الدول الإسلامية اليوم، وما هي الأدوات التي يمكن لها أن تقرّب الموضوع الفيدرالي على الوسط السياسي والشعبي؟ هذه الأسئلة وغيرها يناقشها المؤلف مع دراسة لإمكانية فرص النجاح والفشل، دراسة موضوعية جادة تراعي المصلحة العليا للأمة وموافقة الشرع لها.
