لقد جلبت ظاهرة القوى العظمى الكثير من المآسي والدمار على دول وشعوب العالم الأخرى على مر التاريخ وهي في طريقها لفرض هيمنتها على النظام الدولي وفي سعيها لتحجيم ووأد القوى المناهضة لها حيث تسببت في موت الملايين وتدمير مدن وقرى بكاملها أثناء التوسع الاستعماري والحربين العالميتين الأولى والثانية والحرب الباردة وأخيرًا في أفغانستان والعراق وذلك على سبيل المثال لا الحصر، هذا في الوقت الذي تتحدث فيه تلك القوى عن قيم الخير والسلام والتمدين، ففي القرن الثامن عشر والتاسع عشر اعتبرت فرنسا أن سياستها الاستعمارية تهدف إلى تحديث الشعوب الأقل منها منزلة، وبريطانيا كانت ترى في نفسها أنها أعظم قوة خيرة في العالم، وأن العالم لم يرى مثيلًا لها منذ أيام الامبراطورية الرومانية، أما بالنسبة للولايات المتحدة يعتقد بريجينسكي مستشار الأمن القومي الأمريكي السابق في كتابه الاختيار The choice أن القوة الأمريكية أصبحت الضامن الأساسي للاستقرار العالمي، ويؤكد وزير الخارجية الأمريكي السابق كولن باول على ذلك قائلًا "إن الولايات المتحدة لا تسعى إلى إقامة امبراطورية على الأرض. فنحن لم نكن أبدًا إمبرياليين لكننا نسعى إلى إقامة عالم تصبح فيه الحرية والرخاء والسلام ملكًا لكل الشعوب، وليس مجرد امتياز خاص للأقلية" وهذا عكس ما يتصوره الفرنسيون والألمان. وبشكل عام اختلف المحللون والباحثون بمختلف تخصصاتهم وتوجهاتهم وانتماءاتهم على مصداقية الأهداف المعلنة التي تعمل القوى العظمى على تحقيقها؛ لذا وجدنا لزامًا علينا تسليط الضوء على التجربة الأنجلوساكسونية في قيادة العالم بشكل عام والتي تشمل التجربة البريطانية والأمريكية، بهدف تفهم أبعاد ظاهرة القوى العظمى والدور الذي تلعبه في النظم الدولية المختلفة (الأنساق الدولية المختلفة) محاولين توضيح حقيقة أن أي قوة عظمى كما تؤثر في النظام أو النسق الدولي فهي أيضًا تتأثر بالمتغيرات التي تحدث به.
