لقد كان من شان تفكك الإمبراطورية السوفيتية مع مطلع التسعينات من القرن العشرين، أن أضمحلت قوة الأتحاد السوفيتى بحيث لم يعد قادراً على الإستمرار فى الاضطلاع بدوره كأحد قطبى النسق العالمى ثنائى القطبية، الأمر الذى خلف أثاراً عظيمة الشأن على صورة توزيع القوة على المستوى العالمى وأفسح المجال أمام ظهورة صورة جديدة للنسق العالمى. وغنى عن البيان توضيح أن من شأن تلك التحولات الجذرية فى الأوضاع الدولية أن تتبدل صورة التحالفات الدولية سواء على المستوى العالمى، أو فى إطار الأنساق الفرعية الإقليمية، وهو ما بدت بعض إرهاصاته فى منطقة الشرق الأوسط على سبيل المثال بين تركيا وإسرائيل.
ويتتبع هذا الكتاب دور سياسات التحالف فى هذا الصدد سواء فى ظل صورة النسق متعدد الأقطاب (مع التركيز على الفترة من 1815 وحتى 1945)، أو فى ظل صورة النسق ثنائى القطبية (1945 - 1990) وصولاْ إلى الوضع الدولى الراهن.
