إن ما يعيشه العالم اليوم ليس "نظاماً دولياً جديداً" بل مرحلة انتقالية نحو هذا النظام الموعود. وتبرز تساؤلات عن طبيعة هذا "النظام الجديد": هل سيبقى أحادي القطبية على ما هو عليه اليوم تحت هيمنة أميركية واضحة أو مضمرة، مباشرة أو غير مباشرة، أم يعود ثنائي القطبية كما كان عليه في العقود الخمسة المنصرمة؟ ومن سيكون طرفا هذه الثنائية؟ أم أن العالم سيشهد تعددية قطبية اعتاد عليها طويلاً قبل القطبية الثنائية التي شكلت مزدوجاً كبيراً أو حادثاً طارئاً في التاريخ والباحث من خلال بحثه هذا يحاول استشفاف ملامح هذا المستقبل لنظام دولي موعود وذلك عبر رصده لاتجاهات القوى العظمى.
وهو ينهج في هذا البحث نهج مدرسة "الواقعية الدبلوماسية" التي تعتمد على تحليل الواقع الجيوسياسي على أساس توازن القوى. ويرى القسم الأول في العلاقات الدولية، علاقات قوة ونفوذ، فيتعرض الباحث في هذا القسم للمتغيرات التي طرأت على مفهوم القوة ومعاييره وأسسه وضوابطه وأدواته قبل أن ينبني عليها مسار اتجاهات القوى العظمى في القرن الحادي والعشرين وفي هذا القسم مجموعة من الأسئلة يطرحها الباحث، حيث تساعد الإجابة عنها في القسم الثاني من الكتاب في تقدير نقاط قوة وضعف اللاعبين الكبار المرشحين لمركز الدولة الأعظم في مطالع القرن الحادي والعشرين، وتلمس العناصر الجاذبة، وتلك الطاردة، في محرك اندفاعة كل منهم نحو هذا المركز.
هذا الكتاب "سياسة القوة" بحث في سوسيولوجيا النظام العالمي والمتغيرات الدولية. بعد أن يعرض لمعايير القوة الدولية وأدواتها في ضوء التحولات التي عصفت بالعلاقات الدولية المعاصرة على خلفية عولمة زاحفة تطال كل القطاعات والميادين، يقوم الكتاب بتحليل أوضاع القوى العظمى الأساسية (الولايات المتحدة، روسيا، اليابان، الاتحاد الأوروبي، الصين) في محاولة لاستشراف مستقبل ميزان القوى العالمي في بدايات القرن الحادي والعشرين.
