هذا الكتاب ليس كتاباً عادياً فهو بالأحرى وثيقة بالغة الأهمية والدلالة، إنه تقرير تمّ إعداده للكونجوس الأميركي عام 1975 أي منذ خمسة عشر عاماً، باعتباره "دراسة جدوى" لاحتلال منابع اللفظ في دول "الأدبك". وفي دراسة "الجدوى" هذه يتطرق" التقرير.. الوثيقة" إلى كل الجوانب المتعلقة بالأبعاد المواتية وغير المواتية لصانع القرار الأمريكي التي يجب أن يضعها في اعتباره عندما يتصدى لاتخاذ قرار غزو منابع النفط، وفي مقدمتها منابع النفط في الخليج العربي. ورغم أن هذا "التقرير-الوثيقة" قديم، ورغم أن تغيرات دولية وإقليمية هامة طرأت بعد صدورها فان إعادة قراءة اليوم قراءة متخصصة، تفتح الباب أمام تأملات واستبصارات جديدة لأزمة الخليج بأوراقها المختلطة وتطوراتها الملتبسة، وتدعو إلى إعادة التفكير في ملف هذه الأزمة بشكل مختلف، والنظر إليها من منظور جديد غير المنظور الشائع الذي يصدرها كمجرد بعث جديد للنزاع القديم بين "دامس" و"الغبراء".
