روائي كويتي من مواليد عام 1958 حصل على بكالوريوس الهندسة المدنية من جامعة الكويت عام 1982 بدأ الكتابة الأدبية في أثناء الدراسة الجامعية في منتصف السبعينات. أصدر ست مجموعات قصصية منها: “أبوعجاج طال عمرك”، “أغمض روحي عليك”، “مرآة الغبش”، “حكايا رملية”، “سرقات صغيرة”. وأصدر أربع روايات منها: “ظل الشمس”، “رائحة البحر”، “الثوب”، ترجمت بعض أعماله إلى الإنجليزية والفرنسية والألمانية رأس لجنة التحكيم لجائزة البوكر العربية فى دورتها الثالثة 2010.

مجموعة قصصية بعنوان "الكرسي" وهي تحاكي الحراك الشعبي العربي الذي انطلق عام 2011، وأحدث إنعطافاً تاريخياً خطيراً ليس في تاريخ المنطقة وحدها، بل وفي نظرة العالم بأجمعه إلى الشعوب العربية في كفاحها العظيم من أجل الحرية والكرامة والديمقراطية، إلى أرواح شهداء مشوا درب الحرية، حالمين بنهار أجمل يهل على أوطانهم العربية، بهذا الإهداء يقدم الرفاعي لمجموعة (الكرسي)، التي حوت 14 قصة، وجميع القصص جاءت حاملة عنواناً واحداً هو "كرسي" وبأرقام مختلفة، تحكي كل قصة عن كرسي من كراسي السلطة أو كراسي القمع أو كراسي التعذيب أو كراسي العقاب. ولقد جاءت المجموعة مصحوبة بدراسة نقدية للناقد الدكتور فيصل درّاج بعنوان "المستكرسون"، ومما ذكر فيها: "هذا كتاب عن كراسي السلطة، أو الكراسي المتسلطة، المختلفة الحجوم والأشكال، العالية والكثر علواً، والدامية والشد دموية، الهائلة الرهيبة المزركشة المذهبة.. والتي ينتظرها الزوال.. جمع طالب الرفاعي مادة مجموعته من دلالات الكراسي ومآلاتها. ومن واقع عربي معيش. وتأمل ذاتي يتاخمه الأسى ولا يغادره الأمل. ولعل سعة الموضوع، ودماء الجماهير الثائرة، هي التي دفعت بالأديب إلى كتابة طليقة متحررة متمردة.
