اعتادت إحدى المضيفات الجوية الشهيرات بواشنطون خلال الخمسينات على نصح الحديثات في العمل بقولها "للنجاح في تلك المهنة، ينبغي أن تكوني، جميلة، فإن لم تكوني جميلة، فأنصحك بتعلم الحديث بالفرنسية Either to be Pretty or I suggest to speak French: تلك هي نفس الحقيقة بالنسبة للدول المضيفة للاستثمار: "تكون جميلة" يعني أن تلك الدولة لديها من عوامل الجذب ما يلهب شهية المستثمرين ويدفعهم للقدوم دون تردد، كأن تكون الدولة لديها ثروات معدنية، كالبترول بدول الخليج، أو السوق الكبير كما في الصين والبرازيل، هنا ينجذب المستثمرين دون حاجة إلى ترويج مكثف، بل قد توجد الكثير من عوائق أمام الاستثمار بتلك الدول ولكن العوائد أكبر. ولكن إذا لم تكوني "جميلة" أي أن السوق ليس بالحجم الكبير، أو لا تتوافر الموارد الطبيعية، فإن الطريقة الوحيدة لجذب الاستثمار الخاص من خلال "تعلم الحديث بالفرنسية" أي أن تجعل تلك الدولة من نفسها مصدراً جذب "بأن تتجمل" من خلال سياسات ترويج مكثفة لجذب انتباه المستثمرين".
