يضم هذا الكتاب إلى وثيقة تنتشر هنا للمرة الأولى، مقدمة لها تتناول الأوضاع الراهنة بالتحليل الاقتصادي والبحث السياسي.
الوثيقة هي برنامج العمل للتصحيح المالي المقدم للحكومة اللبنانية في مطلع العام 1999، والذي أثار جدالاً واسعاً دون الاطلاع الدقيق على مضمونه.
وضع المؤلف مقدمة مطولة لهذه الوثيقة تبين ظروف كتابتها وكيفية تعامل الكومة معها وتتناول بالسرد والتحليل أسباب فشل محاولة الإصلاح المالي في ذلك الظرف.
وتنتقل المقدمة إلى استعراض أهم التطورات التي حصلت في البلاد، وصولاً إلى مؤتمر باريس 2، في نهاية العام 2002، وتتناول بالتحليل المكونات الثابتة للنظام الاقتصادي والسياسي الذي استحكم في البلاد منذ اتفاق الطائف، بما يتعدى ظاهر الخطاب العام، وما يوحي به من خلافات وتحالفات.
ويسعى المؤلف إلى بلورة الأطر الفكرية والآليات الاجتماعية التي سهلت حصول الاختلالات الاقتصادية والسياسية الجسيمة القائمة في لبنان وسمحت بتأجيل سقوطها وحالت دون نجاح محاولات إصلاحها.
قوم ميشال كمديسو، المكلف من الرئيس الفرنسي جاك شيراك متابعة ملف لبنان في مؤتمر باريس2، تجربته على رأس صندوق النقد الدولي مدة اثنتي عشرة سنة قائلاً: "تخليت أني سأكون مهندساً، ولم أكن في الواقع سوى إطفائي... من النادر جداً أن يعرف الناس إصلاح أوضاعهم، وحتى متى تحل الأزمات، فهو لا يصلحون فيها الكثير" (لوموند 21/06/2000). فلا عجب إذن أن يحمل الكتاب عنواناً فرعياً "سيرة تجربة في الإصلاح".
