تهدف هذه الوثيقة إلى تحديد الخطوط العريضة "للمشروع السياسي" لـ "مواطنون ومواطنات في دولة" عبر تظهير خياراتها في إدارة الأزمة الإجتماعية الإقتصادية الراهنة، وهي تتكون من سبعة أجزاء: 1-مقدمة منهجية، 2-جردة الواقع والإرث، 3-المحدّات والخيارات الإستراتيجية، 4-إستكشاف البدائل، وسائل العمل وسبله، 5-الإجراءات المؤسسية العابرة للقطاعات، 6-أمثلة عن الخيارات القطاعية، 7-وأضيف فصل أخير يتضمن نص وثيقتين سياسيتين نشرتهما حركة "مواطنون ومواطنات في دولة"، الأولى بتاريخ 11 تشرين الأول 2018، تحت عنوان "التحديات المالية والإقتصادية والسياسية ومسؤولية مواجهتها"، والثانية بتاريخ 17 تشرين الثاني 2019، تحت عنوان: "المأساة ليست قدراً، بل قد توفّر فرصة إستثنائية".
