في هذا الكتاب يسرد محمد نجاح محمد كاظم الجزائري بالحقائق والأرقام والبيانات الإمكانات العسكرية لمجلس التعاون الخليجي العربي بعد (2003)، ويذكر في (المقدمة) الإنفاق العسكري "موضوع البحث" الذي جرى في 21 رجب 1401 الموافق 25 مايو 1981م، وتوصل فيه "أصحاب الجلالة والسمو قادة كل من دولة الإمارات العربية المتحدة، ودولة البحرين، والمملكة العربية السعودية، وسلطنة عمان، ودولة قطر، ودولة الكويت في إجتماع عقد في أبو ظبي إلى صيغة تعاونية تضم الدول الست وتهدف إلى تحقيق التنسيق والتكامل والترابط بين دولهم في جميع الميادين وصولاً إلى وحدتها...".
وفي هذا السياق يستعرض المؤلف في الكتاب جميع القرارات والخطوات والأسس المنهجية والمرتكزات العلمية التي قام على أساسها مجلس التعاون وأبرز ما تحقق من إتفاقيات مع التعريف بالدور المنوط بكل إتفاقية ومنها: إتفاقية الدفاع المشترك لمجلس التعاون، وضع إستراتيجية الدفاعية لدول مجلس التعاون، إنشاء قوات درع الجزيرة المشتركة، والربط بين مراكز عمليات القوات الجوية والدفاع الجوي، وجولة حول القوات البرية، والقوات الجوية للمملكة العربية السعودية والإمارات العربية المتحدة ودولة الكويت وسلطنة عمان والبحرين وذكر مصادر التسلح والإنفاق العسكري للدول الآنفة الذكر.
