يحظى موضوعُ المخالفاتِ المالية بأهميةٍ بالغةٍ لما له من علاقةٍ وتأثير في اموالِ الدولة، وليس أدلُّ على هذه الأهمية من إنشاء أجهزةٍ متخصصةٍ تكمنُ مهمتها الأساسية في الكشف عن مرتكبي هذه المخالفات، غير أنَّ ما يلفتُ النظر في هذا الصدد ندرة الأبحاث والمؤلفات بشأن الموضوع، فعلى الرغم من أنّ المخالفاتِ الماليةَ لها صلةٌ وثيقةٌ بمفرداتِ التأديبِ في القانونِ الإداري ومقررِ علمِ التدقيق في تخصصِ المحاسبة، إلا أنه لم يتم تدريسُ هذا الموضوع إلهام والجوهري بصفتهِ منهجاً مستقلاً في الدراسات الجامعية الأولية، أو العليا بكليات القانون وكليات الإدارة والإقتصاد.
لذا نأملُ أن يكونَ هذا الكتابُ مرجعاً وافياً في موضوع "المخالفات المالية" إذ أنه يتعمقُ في أحكامها وبنياتها القانوني، ويقدمُ في الوقت ذاتهِ نظرةً تحديثيةً واسعةً، يمكنُ أن تكونَ بمثابةِ أداةٍ تساعدُ المشرّعَ العراقي بالذات لإعادةِ النظر في قانون ديوان الرقابة المالية الإتحادي النافذ، كما يمكنُ أن يُعَدَّ هذا المؤلف دليلاً نظرياً وعملياً لجميع المهتمين بالشأن الرقابي أو التأديبي، فهو ما تضمنه من مفاهيم لا يهمُّ المنتسبين لأجهزةِ الرقابةِ الماليةِ العليا فحسب، بل يهمُّ أيضاً كلَّ متخصصٍ في علم التدقيق والمحاسبة وعلم القانون من قضاةٍ ومحامينَ وباحثين، لا سيما أن هذا الموضوع لم يتمْ بحثه بشكل معمق حتى اليوم.
