تتناول هذه الدراسة بالتحليل العلاقات المركبة تاريخياً بين الدولة التركية ورئاسة الشؤون الدينية؛ حيث شهدت الأخيرة، منذ إنشائها في عام 1924م حتى وقتنا الحالي، تحوُّلاً من كونها مؤسسة تسيطر عليها الدولة بشكل صارم إلى مؤسسة ذات دور أكثر إستقلالية؛ غير أن مسار هذا التحوُّل - الذي يظهر بشكل علني أحياناً، وبشكل خفي أحياناً أخرى - كان دوماً داخل حدود الدولة العثمانية.
وتناقش هذه الدراسة - عبر تتبُّعها مسار هذا التحوُّل - الطرائق التي من خلالها شهدت الرئاسة صعوداً تدريجياً لتحتلُّ موقعاً ضمن دستور الدولة، كما تتبع تبدُّل خطاباتها الدينية وتصريحاتها وأنشطتها من المنحى القومي إلى منحى أكثر عمومية.
