يبحث في ماهية وأصل العقل، وأنه ليس بالعضو الذي يشارك باقي الأعضاء أوصافها، والذي لا يكتمل إلا بالعلم والدراسة والخبرات الحياتية.
تخلف الأمم لا يكون إلا بتخلف عقولها، فالعقل كالأرض التي لا يعتنى بها، فلا تحرث ولا تسقى لتبقى بوراً لا خير فيها، العقل يحتاج بحكم الخلق لرعاية ومراقبة دائمة، فهو الآلة الوحيدة التي تميزنا بها عن باقي أحياء الأرض، وإن فقدناها أصبحنا منهم بل أسوأهم.
من خلال مطالعاتي، وخبرتي العملية لم أر على الأرض أمة ميزها الخالق بالذكاء أو بالغباء، فالناس سواسية والفارق يكمن حصراً في رعاية وتشذيب العقل الذي إن ساء أساء أولاً لصاحبه ولمن يحيطون به. لذا كان اصلاح العقل وتحسين أداءه من أهم الأمور التي على الأمة الاهتمام بها.
العقل يتأثر كثيراً بالظروف المحيطة به، من أوضاع اقتصاديه وسياسية واجتماعية، والتي يجب بالتالي التركيز عليها لرعاية وتشذيب العقل الذي لا يتشكل ولا يتحسن بالأوامر وعقلية الفرض والجبر، وإن تحسين الأوضاع المعيشية والخدمات لا تكفي لوحدها لتحسين العقل، فالشاب المقهور المكبوت يندفع مثلاً لتكسير الحصالات أو لتمزيق جلد مقاعد الحافلات، من غير أن يكون له بذلك أية مصلحه.
لذا أقول: لا يمكن بناء دولة أو أمة من غير عقول سليمة، وإن العمران وحده لا يخلق أمة متحضرة، وإن المواطن الذي لا يملك الحب لوطنه ولدولته، لن يكون مواطناً سلبياً فقط، بل قد يبحث عن دولة أخرى تحضنه، أو وربما عن دولة عدوة ليعمل جاسوساً لها.
