فى هذا الكتاب نعرض المختلف من المفاهيم والاتجاهات النظرية المتصلة بالتخلف والتنمية، ونناقشها مناقشة موضوعية لنصل إلى الرآى الذى نراه متفقاً مع منطق العلمية من ناحية، والذى يتمشى مع الواقع القائم فى مجتمعنا وفى غيره من المجتمعات النامية من ناحية أخرى.
وقد صدر هذا الكتاب فى طبعته الأولى سنة 1970، حينما طلب معهد البحوث والدراسات العربية من المؤلف إعداد كتاب يكون مرجعاً لطلاب الدراسات العليا، فعكف المؤلف على تأليف هذا الكتاب الذى كان أول كتاب يظهر باللغة العربية فى هذا الموضوع. وقد أستقبل الكتاب استقبالاً طبياً من جانب المتخصصين فى العلوم الاجتماعية والعاملين فى مجالات التنمية والتخطيط، كما كان حافزاً للكثيرين على ارتياد هذا المجال الجديد والكتابة فيه. وظل الطلب يتزايد عليه عاماً بعد عام، مما دعا المؤلف إلى التفكير فى إصدار طبعة جديدة تلبية لرغبة الدارسين والعاملين فى الميدان الاجتماعى.
وما كادت الطبعة الثانية من الكتاب تظهر فى يناير 1977 حتى انتهيت بعد ظهورها بشهور مما دعا المؤلف إلى إصدار طبعة ثالثة فى سبتمير 1977، ثم طبعة رابعة فى يناير 1982.
ويأمل المؤلف أن يكون هذا الكتاب عوناً للدارسين والباحثين والعاملين فى مجالات التنمية والتخطيط
