لقد أكدت التجارب الدولية في مجال التنمية الإجتماعية بأنها تتطلب من المجتمع أن ينمي المصادر البشرية عن طريق المعرفة والتعليم والتدريب لأفراده, فالثروة الحقيقية للدولة تتمثل في أستثمار المورد البشرية والمهارات الإنتاجية للقوي العاملة (رأس المال البشري) عن طريق التزامن بين أكتساب المعرفة والمهارة في نقل التكنولوجيا والمشاركة المستمرة وعلي هذا تهتم التنمية الإجتماعية بالعمل علي تطوير التفاعلات المجتمعية بين أطراف المجتمع وترسيخ مفاهيم الوطنية ودعم القدرات البشرية والوفاء والسيادة للدولة وهذا يتطلب تحسين أوضاع الأفراد إلي الأفضل, وعلي هذا نعرض في الكتاب الأول من سلسلة التنمية في الألفية الثالثة تطور التنمية الإجتماعية وأهدافها بالإضافة إلي مداخل ومبادئ وقيم وركائز ومتطلبات التنمية الإجتماعية كما نعرض في الفصل الثالث مراحل ونماذج وتحديات التنمية الإجتماعية أما الفصل الرابع فنطرح من خلاله تحديد أدوات وأجهزة التنمية الإجتماعية كما يشمل الكتاب مفاهيم التنمية البشرية والتكنولوجيا بالإضافة إلي مؤشرات فاعلية تجربة التنمية البشرية وعالمية حقوق الإنسان من حيث المفهوم والتطورات العالمية والتأصيل الإسلامي وعلاقتها بالتنمية كما يتضمن دور الخدمة الإجتماعية التنموية وإعلان أهداف الألفية الثالثة وأعتمدنا في إعداد هذا الكتاب علي العديد من المراجع وبعض الدراسات وكما هو معروف لا يمكن تحقيق أهداف التنمية إلا عن طريق الإنسان الذي توجه لإشباع.
