أعد السيد عبد الوهاب عرفه والسيد أسامة شتات المحاميان هذا الدليل الصغير الحجم الكثير الفائدة،ومن ضمناه قوانين التوثيق والشهر ورسوم التسجيل بالشهر العقاري، وذلك وفقاً لأحدث التعديلات حتى عام 2006، وقد بدأوه ببيان المركز الأدبي والقانوني لمأمور الشهر، وتم عرض لقانون رقم 68 لسنة 1974 بشأن التوثيق، واتبعوه برسوم اللائحة التنفيذية لقانون التوثيق، وذلك في تشكيل مكاتب التوثيق واجراءاتها ودفاترها وحفظ المحررات، والتصديق على التوقيعات وإثبات التاريخ للمحررات العرفية، أيضاً يتضمن الدليل قرار وزير العدل رقم 1502/ 1975، 293/ 1995، وقانون رقم 114 لسنة 1964، ومرسوم اللائحة التنفيذية، القانون رقم 65 لسنة 1964، وقانون رقم224/ 1996، رقم 225/ 1996، وغيرهما مما صدر من القرارات الوزارية واللوائح التنفيذية في هذا الشأن.
