يبحث هذا الكتاب في موضوع الفكر السياسي الشيعي في العراق خلال المدة التاريخية ( 1918-1970م) كون هذه الفترة شهدت تطورات سياسية كانت على درجة من التأثير عقائدياً ، ولكنه فكراً يعبر عن أصول وأحكام دينية ومبادىء ومفاهيم قيمية وثورية يعتبرها المؤلف " لا تقبل المهادنة والإنصياع خارج دائرة ما يؤمن به الفكر الشيعي من ثوابت ومحددات شرعية " . لذلك يدرس المؤلف هذا الفكر وتوجهاته وأطروحاته في كل ما من شأنه أن يصنع الحدث السياسي ، وخاصة في بلد مثل العراق يعد مركزاً للتشيّع في العالم ، وقد جاءت دراسته لتسلط الضوء على أهم مدة تاريخية شهدها الفكر السياسي الشيعي في العراق إذ كشف الفكر عن رؤيته السياسية في تحديد شكل السلطة في العراق عبر استفتاء أجرته بريطانيا ، واستمر هذا الفكر بعد ذلك يسير في سلسلة من الأحداث السياسية والتطورات الفكرية حتى عام 1910م وهو ختام هذه الدراسة إذ شهد هذا العام وصول الفكر السياسي الشيعي إلى تطور مهم عند القول بنظرية ( ولاية الفقيه ) التي ذهب إليها السيد الخميني ومن أوسع دائرة وتبعه السيد محمد باقر الصدر في ذلك . ولذلك يعتبر المؤلف أن " أهمية هذه النظرية كونها تمنح الفقيه الصلاحية السياسية الواسعة التي يحتاج إليها في بناء الدولة الإسلامية وهي النتيجة القصوى التي توصل إليها الفكر السياسي الشيعي في حدود هذه الدراسة " . ويبقى السؤال إلى أي مدى استطاع الفكر السياسي الشيعي أن ينجح في تطبيق رؤاه الفكرية ؟ وما مدى تأثير ذلك على أوضاع العراق قديماً وحديثاً ؟ .
