يتناول هذا البحث بالدراسة الجزء الشمالي من الجمهورية العراقية، فيسلّط الضوء على الحياة السياسية فيه، خلال الفترة الممتدة بين عامي 1958 و 1975، حيث شهد العراق تحولاتٍ مهمة في تاريخه الحديث والمعاصر، وما زال لهذه التحوّلات تأثيرها وتداعياتها وتفاعلاتها حتى اليوم، في العراق وشماله، وعلى التخوم الممتدة على ناحية المشرق العربي، ناهيك بالتنوّع السكاني القومي والديني الذي تحويه منطقة شمال العراق، موضوع هذه الدراسة.
كان شمال العراق يشمل في الفترة المدروسة محافظات نينوى (الموصل) ودهوك وأربيل والشليمانية وكركوك، وكان، ولا يزال، يتّصف بخصائص طبيعية وإقتصادية وبشرية خاصة، ما يجعل منه إقليماً مميزاً جديراً بالدراسة.
