على الرغم من أن لجميع المشكلات الأمنية صلة ما بمرجعيات على المستوى الإقليمي، فإن الأثر الدولي على هذه المشكلات أكبر مما هو متعارف عليه، فبينما يؤثر بدور الصين وهي تسعى لتحقيق الهيمنة في الشرق آسيا، في تغيير الخصوصية الإقليمية لمشكلات منطقة آسيا المحيط الهادي، يرى الباحثون بأن الوقت قد حان، أيضاً لتوخي قدر غير مسبوق من الواقعية حول المستقبل المرتقب لسياسة الردع. وبعبارة أخرى، يمكن، القول بأن سياسة الردع تتصف بالتقلب وأنها وبكل بساطة لا تؤدي أي وظيفة على أسوأ تقدير. أن التركيز على العوامل الإقليمية في التحليل الإستراتيجي. إضافة إلى الحماس الزائد لسياسة الردع، هما أقوى مبرر يدعو إلى إعادة النظر فيها وتقويمها بقدر من التشكك.
ضمن هذه المقاربة يأتي البحث في هذا الكتاب والذي يحاول الباحث من خلاله انتفاء كلتا الفكرتين الرئيسيتين في العنوان الرئيسي الذي اختاره لهذا الموضوع "الردع والصراع الإقليمي". ويقول الباحث بأنه ونظراً لكونه قد درس علم العلاقات الدولية كطالب، فهو لا يجد سبباً للقلق والاهتمام، إن لم يكن الحذر في الأفكار الخاصة بسياسة الدرع وبالصراع الإقليمي. هذا فإن ما يتمحور حوله هذا البحث هو فكرة و روعة الكاتب التي سيدفعها والتي تؤكد على أن الردع سياسة متقلبة وغير جديرة بالاعتماد دائماً، وهي سياسة قد لا تكون مناسبة لوضع معين أحياناً، وإن النزاعات الإقليمية قد تتحول إلى صراعات دولية، هذا على الرغم من أن سياسة الردع قد تكون جديرة بالاعتماد،وأنها قد تعتبر ملائمة في الغالب، وإن أغلب النزاعات المحلية والإقليمية ستبقى داخلية أو إقليمية.
