للمضايق التركية، من حيث كونها ممرات بحرية، أهمية دولية ظاهرة لأنها تصل - بحر ايجه وهو جزء من البحر الأبيض المتوسط - بالبحر الأسود، وهي قسمان: "البوسفور" الواقع في الشمال الشرقي، و"الدردنيل" ويقع في الجنوب الغربي، ويفصل بينهما بحر مرمرة ويسميه الأتراك البحر الأبيض تمييزاً له من البحر الأسود.
وليست المضايق نقطة إلتقاء بحرين عظيمين (البحر الأسود والبحر المتوسط ) فحسب، فعندها تلتقي قارتان عظيمتان هما أوروبا وآسيا.
ولقد ظلت مشكلة المضايق طيلة قرنين تبحث في ظل الحرب وعواقبها، وكان الساسة يعالجونها تحدوهم الرغبة في تأمين سلامة بلدانهم أو في إيذاء أعدائهم، وكان الغرض الذي يهدف إليه "مؤتمر مونترو" هو جعل المضايق التركية ممراً للتفاهم الدولي، وصلة وصل سلمية بين الشعوب.
وقد أفسدت السياسة على الذين اشتركوا في مؤتمر مونترو مقاصدهم السلمية، ومع هذا ظلت القضية قابلة للدرس على ضوء التصريحين الروسي والتركي، والمهم أن يتوصل من يعنيهم الأمر إلى البت في الشطر الأول من القضية وهو لمن يجب أن تكون المضايق؟ فإذا تم لهم ذلك أمكنهم أن يوجدوا لها النظام الدولي الذي يكفل قصر إستخدامها على الأغراض السلمية.
وهكذا تبرز للعيان أهمية المشكلة وتعقدها وصعوبة حلها، ويمكن للقارئ أن يحيط بالموضوع إحاطة تامة من مطالعته النبذة التاريخية في هذا الكتاب عن نشوء مسألة المضايق وتطورها.
