أنت أول من جعلت حصة الفلاحين من الغلة نصف المحصول قبل تشريع قانون المناصفة على خلاف رأي الملاكين والإقطاعيين والحكومة الملكية آنذاك، مما أدى ذلك إلى إعتقالك، لا بل إلى تزوير الإنتخابات البرلمانية في عام 1954، عندما شعرت الحكومة آنذاك بأن الفوز من نصيبك لا محال، لأنك انصفت الفلاحين وأعطيت من مالكَ لهم، وأعدت الحق إلى أهله زرّاع الأرض الحقيقيين، كنت متحمساً للإصلاح الزراعي، صرّحت بعد أسبوعين من تحملك مسؤولية وزارة الزراعة بضرورة إنصاف الفلاحين وإنقاذهم من ربقة الإقطاع عندما قلت: "لقد عرت بأن الفلاح مظلوم، وإن العهد السابق قد جار عليهم، وإن رؤساء العشائر لا همّ لهم إلا مصالحهم، ذلك تعسف، والتعسف لن يدوم..
وبما أن الفلاحين يمثلون أكثرية هذا الشعب لذا فإن حكومتنا... لا بد أن تكون في خدمة الفلاح ورعاية مصالحة"، وأبديت تصورك للواقع الزراعي وطموحاته المستقبلية بالقول أيضاً: "إن ألفاً من الملاكين يملكون ثلثي مساحة الأرض الزراعية، وقد تزيد إقطاعيات بعض الشيوخ على 3- 4 ملايين دونم، وهناك عدد غير قليل ممن يملكون نصف مليون دونم، إن معظم أراضي العراق أميرية، ونتيجة لتطبيق قانون التسوية انتقلت مساحات واسعة من الأراضي الأميرية، ونتيجة لتطبيق قانون التسوية انتقلت مساحات واسعة من الأراضي الأميرية إلى الشيوخ والمتنفذين، وأدى ذلك إلى حرمان الفلاحين من الأراضي.
إن الحقيقة التي لا تقبل الجدل هي أن ثلاثة أرباع سكان العراق يمتهنون الزراعة كحرفة أو كواسطة لكسب القوت، ولا بد من رسم الخطط الكفيلة بالإصلاح الشامل، وستكون الخطط الرئيسة للإصلاح مبنية على دراسة الأوضاع السائدة دراسة وافية، وكنت مثالاً لا يُحتذى به، وكسبت ودّهم قبل أنْ تكسب أصواتهم.
