أعددت، خلال عملي الأكاديمي والدبلوماسي، عدداً من الدراسات في مختلف مجالات القانون الدولي العام. وقد نالت تلك الدراسات تقدير زملائي وطلابي. وإن بقاء هذه البحوث في طيات المجلات الموزعة بين عدد من مؤسسات البحث العلمي لا يجعلها متاحة للباحث العربي، خلافاً للكتب التي تأخذ الصدارة في المكتبات. لذا ارتأيت أن أعيد نشرها مع بحوث جديدة، في كتاب تحت عنوان ((دراسات في القانون الدولي)) وبذلك أضعها مجدداً أمام الباحثين في المكتبات العربية علها تكون مفيدة لهم في بحوثهم. تتضمن فصول الكتاب عدداً من البحوث التي أعددتها أثناء عملي الجامعي، بدأتها في بحث عن ديباجة المعاهدات، وهو موضوع لم يلق العناية الكافية من اهتمام الباحثين في القانون الدولي، رغم أهمية الديباجة في بناء وفهم وتفسير المعاهدات. وقد نال هذا البحث تقديراً كبيراً حتى إن إحدى المحاكم الدولية أشارت إليه في أحد قراراتها الهامة. ثم كرست وقتاً مناسباً لتقديم بحثين عن التمييز العنصري في القانون الدولي وقد ركز البحثان على التمييز العنصري في دولة جنوب إفريقيا قبل إلغاء هذا النظام فيها، ثم عن إسرائيل، خاصة ما يتعلق بقوانين الجنسية فيها. وأعددت بحثاً في المواصلات الدولية المختلفة وسمات كل واحدة منها. ووجدت أن بعض تلك السمات تشترك فيها كافة أنواع المواصلات، والبعض الآخر خاص ببعضها. ووجدت من المفيد ضم هذا البحث إلى محتويات الكتاب. وورد في الكتاب فصلان عن قانون البحار، الأول عن حقوق الدول عديمة السواحل في الوصول من وإلى البحار. وهو موضوع شائك يتعلق بحقوق عدد كبير من الدول في العالم حرمتها الجغرافية من إطلالة على البحار والاستفادة من نعمائها، سواء في الملاحة أو في الاستفادة من ثروات البحار الحية وغير الحية. أما البحث الثاني فقد خصصناه لموضوع المضايق الدولية. ولا يخفى على الجميع ما للمضايق من أهمية قصوى للمواصلات البحرية الدولية وما يمكن أن تسببه من نزاعات بين الدول المشاطئة لها والدول المارة فيها، خاصة الدول العربية.
