النظرية الثانية في الباب الثاني والتى ايضا تعالج قصو نظرية وضع الاولويات هم نظرية الأطر الإعلامية والتى تعد من اهم النظريات المتعلقة بدراسات الرأى العام، إذ تؤكد الدلة الواردة عبر الدراسات التجرييبة والمسحية على انتقاء القائمين بالاتصال في وسائل الاعلام والنخبة السياسية والاجتماعية- في غالبية أحوالهم لمجموعة من أطر القضايا التى يشكل استخدامها أساس اعتماد الرأى العام ، والباب الثالث فيتناول نظريتين تعنيان بالتأثيرات القوية لوسائل الإعلام وعلى الرغم من وجود جذور تاريخية لكل منهما، الا انهما تحتاجان لمزيد من الدراسات والتجارب البحثية لوضع مزيد من القروض والأسس المفاهيمية لكل منهما.
