هذا الكتاب يحتوي على أهم الطرائف والنوادر واللطائف التي تظهر من خلالها بعض صور الحياة الاجتماعية عند العرب والتي كانت تدور في مجالس الخلفاء والملوك، تقرأها فتعيش أحياناً هيبة الملك وعزة السلطان، وروح المسؤولية، وأحياناً أخرى تبدو الحياة من خلالها مرحة لاهية عابثة، أبطال هذه الطرائف هم الملوك والخلفاء أنفسهم، أو الشخصيات الظريفة التي كانت تحادثهم وتدخل إلى أوساطهم الخاصة والتي وهبها الله البديهة والحساسية النقدية المرهفة التي تجعلها تلتقط أحداث الحياة وأحوالها العادية فتتحول على يديها إلى ضحك وطرائف ولطائف مفعمة بروح النقد الاجتماعية والخلقي والأدبي والسياسي. وفي تاريخنا السياسي ما يكفي من الخلفاء الذين أعطوا الإسلام روح العدل والتقوى، أو الذين جعلوا مجالسهم في كثير من الأحيان أمكنة للطلاب وسماع أحاديث الظرف والفكاهة وخاصة في العصور العباسية.
