يسلط هذا التقرير الضوء على المسار التاريخي للعلاقة التركية بالقضية الفلسطينيية، وتطور العلاقة التركية – الإسرائيلية على المستويات الثلاثة: السياسي، والعسكري، والإقتصادي. ويتناول الدور التركي الجديد في القضية الفلسطينية انطلاقاً من وصول حزب العدالة والتنمية إلى الحكم وأثره في تحول السياسة التركية في منطقة الشرق الأوسط، بما فيها عملية التسوية السلمية للقضية الفلسطينية، والمصلحة الوطنية الفلسطينية. ويتحدث عن الموقف التركي من العدوان الإسرائيلي عل قطاع غزة، معرجاً على مؤتمر دافوس الذي شهد مشادة كلامية بين رئيس الوزراء التركي والرئيس الإسرائيلي. ويختتم التقرير بالحديث عن حصار غزة والموقف التركي الرسمي والشعبي منه، والمساعدات، والمحاولات التركية لفك هذا الحصار، التي كان أبرزها الإعتداء الإسرائيلي على أسطول الحرية لكسر حصار غزة، الذي كان ينقل مساعدات إنسانية للقطاع المحاصر، والذي سبب توتراً غير مسبوق في العلاقة بين تركية و"إسرائيل".
