علي السلمي (12 مارس 1936 بمحافظة الإسكندرية - ) هو أكاديمي شغل منصب نائب رئيس الوزراء في حكومة عصام شرف، كما شغل منصبين وزاريين في أواخر السبعينيات. وهو متزوج وله ثلاثة أبناء. أثارت وثيقة المبادئ فوق الدستورية الذي طرحها سنة 2011 في ظل ثورة 25 يناير جدلاً كبيراً.

لا شك أن الهدف الأول من دراسة التنظيم وهو فهم وتفسير السلوك التنظيمي يمكن تحقيقه من خلال عملية تكوين نظرية Theory تحدد العوامل أو المتغيرات Variables المختلفة المؤثرة على السلوك التنظيمي، كما تحدد العلاقات بين تلك المتغيرات.
ولقد تطورت دراسة نظريات التنظيم وتعددت هذه النظريات الأمر الذي نتج عنه نوع من الارتباك والتداخل بحيث اختلطت المفاهيم وتعثر الوصول إلى صورة محددة لماهية التنظيم وكيف يسلك.
لذلك فإن الهدف من هذه الدراسة هو محاولة تتبع التطور الذي مرت به نظريات التنظيم وبيان الأسس والفروض التي قامت عليها كل من تلك النظريات ومحاولة استخلاص أوجه الاتفاق أو الاختلاف بينها، وأخيراً العمل على تقديم نموذج متكامل لنظرية التنظيم بحيث تأخذ في الاعتبار شتى العناصر المؤثرة على السلوك التنظيمي.
ولا شك أن مثل هذه الدراسة لنظريات التنظيم تعتبر عملية مجدية ومرغوبة لما يتحقق عنها من فهم أفضل لطبيعة السلوك التنظيمي والعوامل المحددة له، وبالتالي تسهم في اثراء المعرفة الادارية والتنظيمية. من ناحية أخرى، فأن لمثل هذه الدراسة فائدة عملية اذ ترشد الاداري الممارس للعناصر الأساسية المحددة للسلوك التنظيمي وتوضح له نوع العلاقات التفاعلية بينها، الأمر الذي يمكنه من السيطرة عليها بشكل أفضل رغبة في تحقيق أهداف محددة.
