علي السلمي (12 مارس 1936 بمحافظة الإسكندرية - ) هو أكاديمي شغل منصب نائب رئيس الوزراء في حكومة عصام شرف، كما شغل منصبين وزاريين في أواخر السبعينيات. وهو متزوج وله ثلاثة أبناء. أثارت وثيقة المبادئ فوق الدستورية الذي طرحها سنة 2011 في ظل ثورة 25 يناير جدلاً كبيراً.

أقدم كتابي هذا هادفا إلى تحليل وظيفة التخطيط والمتابعة وتصوير الأبعاد المختلفة المحيطة بهما وبيان الأساليب والمقومات الأساسية لهما. ويعكس هذا الكتاب فلسفة ادارية محددة تتركز في مفاهيم محددة يوضها الباب الول من الكتاب الذي يعرض للإطار الفكري للتخطيط والمتابعة ، ثم ينتقل الكتاب في الباب الثاني لطرح المقومات الأساسية التى تستند اليها وتتاثر بها عمليات التخطيط والمتابعة ومن ثم تؤثر في كفاءتها وفعالياتها. اما الباب الثالث فيتناول بالتفصيل وظيفة التخطيط على مستوياتها الثلاث ( القومي ، الاقليمي ، المشروع) شارحا في كل حالة الأسس النظرية، والتنظيمات الإدراية ، والاساليب العلمية والنماذج العملية وينتهى الكتاب في بابه الرابع إلى تحليل وظيفة المتابعة. وفي ختام الكتاب توجد عدة ملاحق تعرض لمعلومات عن أوضاع التخطيط والمتابعة في مصر والقوانين التى تنظمها والاجهزة الرئيسية التى تقوم على أداءهما.
