ويعد الطرطوشي من الفقهاء السباقين إلى بحث وتبويب موضوعات القانون العام، وعلى وجه الخصوص القواعد الدستورية للسلطة والسلطان. وقد رتب أبواب كتابه هذا ترتيباً حسناً، ثم ختمه بباب مشتمل على حكم منثورة، فجاء يزهو في أبهى حلة.
