الطرطوشي (451 - 520 هـ = 1059 - 1126 م)
محمد بن الوليد بن محمد بن خلف القرشى الفهرى الأندلسي، أبو بكر الطرطوشى، ويقال له ابن أبى رندقة: أديب، من فقهاء المالكية، الحفاظ.
من أهل طرطوشة Tortosa بشرقي الأندلس.
تفقه ببلاده، ورحل إلى المشرق سنة 476 فحج وزار العراق ومصر وفلسطين ولبنان، وأقام مدة في الشام.
وسكن الإسكندرية، فتولى التدريس واستمر فيها إلى أن توفى.
وكان زاهدا لم يتشبث من الدنيا بشئ.
من كتبه (سراج الملوك - ط) و (التعليقة) في الخلافيات، خمسة أجزاء، وكتاب كبير عارض به إحياء علوم الدين للغزالي، و (بر الوالدين) و (الفتن) و (الحوادث والبدع - ط) و (مختصر تفسير الثعلبي - خ) و (المجالس - خ) في الرباط .

في معرفة خصال ورد الشرع بها فيها نظام الملك والدول، وهي ثلاثة: اللين وترك الفظاظة والمشاورة، وأن لا يستعمل على الأعمال والولايات راغب فيها ولا طالب لها.
ولما علم الله تعالى ما فيها من انتظام الملة واستقامة الأمر نص عليها الله سبحانه ورسوله.
اعلم أن هذه الخصال من أساس الممالك وقل من يعمل بها من الملوك، اثنتان نزلتا من السماء وواحدة قالها الرسول صلى الله عليه وسلم: أما الإلهية فقال تعالى: {فبما رحمة من الله لنت لهم ولو كنت فظًا غليظ القلب لانفضوا من حولك فاعف عنهم واستغفر لهم وشاورهم في الأمر} آل عمران:
